Department staff shall review and rate project applications and submit its recommendations to the transportation commission. The transportation commission shall be responsible for determining the projects to be funded and the amount to be funded for each project. If two or more projects have the same priority ranking, but not all of those projects can be funded, priority may be given to those projects at airports that have the larger numbers of based aircraft.
