Appointments may be made without reference to the provisions of these rules regarding minimum qualifications, certification and selection, to provide for services needed in cases of emergency. Appointments shall not exceed 480 hours during a fiscal year for any individual at any or all employing departments of board of regents institutions.
This rule is intended to implement Iowa Code section 19A.9.
