Licensees must have a general liability insurance policy in the minimum amount of $1 million. “The state of Iowa, Iowa state fair authority, their officers, employees and agents” must be included on the certificate of insurance as additional insured which shall be provided to the fair board before the licensee can set up for operation on the fairgrounds.
